Function Setting for Introducing Foreign Talents
According to the 2018 institutional reform plan, the Provincial Foreign Experts Bureau will be transferred from the Provincial Department of Human Resources and Social Security to the Provincial Department of Science and Technology. The Provincial Department of Science and Technology will add the name of the Provincial Bureau of Foreign Experts Affairs and establish an office of Foreign Expert Affairs.
Function of the Foreign Experts Affairs office: According to relevant regulations and procedures, formulate plans and policies for introducing foreign intelligence throughout the province and organize their implementation, formulate management measures for foreign experts throughout the province, and undertake key foreign expert services. Organize and implement the introduction of foreign intellectual projects in accordance with laws and regulations, and organize international scientific and technological talent exchange activities outside the country and within the province. Responsible for establishing talent exchange and cooperation relationships with foreign official institutions and other organizations in accordance with laws and regulations, and guiding the construction of talent introduction workstations. Undertake overseas training work, formulate overseas training plans, policies, and annual plans, and supervise their implementation. Undertake matters related to the “Yan Zhao Friendship Award” and the “Hundred Talents Program” for Foreign Experts. According to relevant classification regulations, manage, review, and issue work permits for foreigners coming to China.
The State Administration of Foreign Experts Affairs, the Ministry of Human Resources and Social Security, the Ministry of Foreign Affairs, and the Ministry of Public Security have jointly formulated the "Classification Standards for Foreigners Working in China (Trial)". In the future, foreign talents working in China will be divided into three categories: high-end foreign talents (Class A), professional foreign talents (Class B), and other foreign personnel (Class C). The Provincial Department of Science and Technology (Provincial Bureau of Foreign Experts Affairs) is responsible for managing, reviewing, and issuing Class A (high-end foreign talents) and Class B (professional foreign talents) "Foreigner Work Permits to China". The Provincial Department of Human Resources and Social Security organizes the implementation of work permits for Class C personnel.
1. High-end foreign talents (Class A): First, candidates who have been approved or approved by the talent regulatory authorities at or above the deputy provincial level by the Ministry of Organization, the Ministry of Human Resources and Social Security, and the State Administration of Foreign Experts Affairs for the record of talent introduction plans; Second, Nobel Prize (in physics, chemistry, biology or medicine, economics); Famous awards such as A.M. Turing Award, Fields Medal, Wolf Prize in Mathematics, The Shaw Prize, etc; Foreign experts who meet internationally recognized professional achievement standards, such as academicians of national academies of science and engineering, middle-level or above management positions in high-level universities at home or abroad, or professors or associate professors. Third, senior management and technical personnel hired by national high-tech enterprises, global or regional headquarters of Fortune 500 companies, etc; Foreign experts who hold senior management positions or associate professors, associate researchers, or other positions that meet the requirements of market-oriented and encouraged positions in higher education institutions and research institutions.
2. Professional foreign talents (Class B): Foreign professional talents with a bachelor's degree or above and 2 years or more of relevant work experience; Holding international vocational skills qualification certificates or urgently needed foreign skilled talents; Foreign language teaching personnel.
3. Quality management experts
According to the work deployment of the Provincial Party Committee and Government on "introducing foreign experts in the field of quality management", by expanding talent introduction channels, organizing enterprises to go overseas for "two-way recruitment and introduction", conducting quality training, regional pilot construction and other key work. As of now, we have helped 38 companies introduce 59 quality management experts from 11 countries, including Japan (28), South Korea (10), and Germany (7). Among them, 48 were introduced in 2023 and 11 were introduced in 2024, Foreign experts are mainly engaged in the establishment of management systems and quality standards, product quality improvement, design process optimization, and other aspects of work. Currently, there are 8 quality management experts who are in contact and have initially established cooperation intentions.
From 2023 to 2024, the distribution of quality management experts in cities: 19 in Baoding, 11 in Tangshan, 10 in Langfang, 7 in Cangzhou, 3 in Qinhuangdao, 3 in Shijiazhuang, 3 in Zhangjiakou, 2 in Hengshui, and 1 in Xingtai.
In 2024, the Provincial Bureau of Foreign Experts Affairs formulated and issued several measures to further strengthen the introduction of foreign experts in quality management. Through establishing a mechanism for independent declaration of enterprise needs, organizing the "Hebei Tour of Foreign Experts" activity, building a quality management expert think tank, and carrying out special projects for talent introduction, the measures focus on stock, expand increment, and improve quality, further enhancing the autonomy of enterprise innovation and talent introduction institution services, leveraging the leverage of government special funds, amplifying the demonstration effect of foreign experts already introduced, and fully promoting the introduction of foreign experts in quality management.
 Foreign expert projects and platform construction situation
(1) Foreign Academician (Nobel Prize) Workstation
According to the Implementation Opinions of the Provincial Party Committee and Provincial Government on Strengthening the Work of Introducing Foreign Talents under the New Situation, it was launched and implemented in 2018. The Foreign Academician (Nobel Prize) Workstation is an important carrier for promoting the substantial participation of foreign academicians, Nobel laureates and their team members, guided by the needs of industrial development and scientific and technological innovation, based on industry university research project cooperation, and providing intellectual support for scientific and technological innovation in enterprises and institutions. As of now, 58 foreign academician workstations and 9 Nobel Prize workstations have been recognized.
(2) Overseas Talent Offshore Innovation and Entrepreneurship Base
In October 2023, focusing on regional scientific and technological innovation and development, adhering to the principles of "internationalization, marketization, specialization, and precision", and using "government support+social operation" as the operating model, an international comprehensive entrepreneurship platform with functions of talent attraction, entrepreneurship incubation, and professional service guarantee will be established in Shijiazhuang High tech Zone - "Overseas Talent Offshore Innovation and Entrepreneurship Base". This will further leverage the advantages of massive resources in domain and abroad, strengthen the role of enterprises as the main body of scientific and technological innovation, gather high-tech industries, and introduce and incubate a batch of high-quality projects.
As the current work task, First, is to actively establish external channels, and has successively connected with 7 overseas liaison stations from countries such as the United States, Israel, Canada, and Australia. Second is to hold an innovation and entrepreneurship competition, collecting a total of 169 projects, covering multiple fields such as bio-medicine, electronic information, high-end equipment, new energy, digital technology, etc; Third, organize two specialized training sessions on international trade legal practice and cross-border e-commerce new opportunities; Fourth, is to organize 6 international exchange activities, release a total of 200 projects, sign 12 international service and project talent introduction cooperation agreements, and introduce and connect with 20 foreign experts; Fifth, is to introduce and implement 5 projects, covering 4 fields including equipment manufacturing, bio-pharmaceuticals, new energy, and digital technology.
(3) Provincial level introduction of foreign intelligence projects
By introducing overseas talents, conducting technological research, achievement transformation, demonstration and promotion, we aim to promote the resolution of key technical and management challenges. In recent years, focusing on the central work of the Provincial Party Committee and Provincial Government, a group of foreign professional talents have been introduced to assist enterprises and institutions in scientific research, technological innovation, talent cultivation, and equipment introduction in our province. Our province supports enterprises and institutions in various fields such as healthcare, education, and high-tech to introduce foreign talents and carry out project cooperation.
In 2023, 165 foreign experts were introduced through flexible projects, including 6 foreign academicians and 125 experts at the doctoral, professor (including associate professors, researchers), and above levels.
(4) Overseas Engineer Introduction Plan
Focusing on provincial-level leading industries and county-level characteristic industry clusters, targeting the introduction of overseas application-oriented and skilled talents, carrying out technical research, quality management training, and quality improvement work, solving the problems of key technologies, process operations, and product quality management improvement in our province's enterprises, further cultivating more high-quality technical and skilled talents, and enhancing the comprehensive ability of scientific and technological innovation in our province's enterprises. Each overseas engineer will be given a salary subsidy of RMB 50-200K.
The "Overseas Engineer" introduction plan initiated by Hebei Province and the first batch of innovative foreign talent introduction plans for engineering and technology professionals in Beijing, Zhejiang, Hubei, and Sichuan provinces (cities) are among the top in the country and included in the "Foreign Engineer Research Project" initiated by the Ministry of Science and Technology. Currently, 100 overseas engineers from 29 countries including Germany, South Korea, Japan, the United States, and India have been introduced.
(5) Introduction workstation
In order to further efficiently introduce high-end foreign experts and projects, 80 talent introduction workstations were identified in 22 countries (regions) in 2023, and a comprehensive and three-dimensional talent introduction network was established throughout the province. An efficient talent introduction operation mechanism was constructed, forming a normalized talent introduction mechanism.
In 2023, 78 projects were signed and implemented through various intelligence introduction workstations, 108 projects were released and introduced, 251 foreign experts were flexibly introduced (including 64 high-end foreign experts and 187 expert technical talents), and 74 international events (international academic conferences and training) were organized.
