On January 25, 2024, the Hebei (Shijiazhuang) Offshore Innovation and Entrepreneurship Base for Overseas Professionals conducted a training session on international trade law and practice. Over 60 returned talents from countries such as Australia, France, Canada, and the United Kingdom, along with some representatives from overseas enterprises, participated in this training through a combination of online and offline methods.

At the meeting, Senior Project Manager Zhang Qian of the Offshore Base introduced the operational model of the Offshore Base, which focuses on establishing a "cross-border resource network" externally and a "dual-creation ecosystem network" internally. He also explained the functional layout of the Offshore Base, which provides services such as policy consultation, resource docking, and project incubation for overseas talents. This addresses issues such as information asymmetry, difficulty integrating into the domestic environment, and lack of extensive networking resources for overseas talents. It further stimulates the expansion of entrepreneurship and employment, creating a new impetus for economic development.

Policy research staff at the Offshore Base introduced a compilation of talent introduction policies from the provincial, city, and district levels, mainly interpreting policies such as Hebei Province's "Hundred Talents Program," "Giant Talents Program," and policies for outstanding experts under provincial management.
Staff from the Overseas Talents Innovation and Entrepreneurship Competition detailed the competition format of The First Hebei Province Overseas Talents Innovation and Entrepreneurship Competition, announced the prize settings, stimulating the enthusiasm and motivation of the attendees, who inquired about the details of the competition.
Outstanding lawyer from Shijiazhuang, Li Juan, with the theme of "International Trade Law Practice," addressed common legal risks, jurisdiction in litigation, and corporate compliance management. She explained the related issues that enterprises may encounter in their operations and, combining practical case studies, offered suggestions for legal risk prevention.
