About Fuyang District

Fuyang, formerly known as Fuchun, was established as a county in 221 BC with a regional area of 1821 square kilometers and a permanent population of 851000. It is the original and real-life site of the "Dwelling in Fuchun Mountain" painting, and is known as the "best landscape in the world, promoting Fuchun from ancient to modern times". It has given birth to a large number of outstanding figures such as Sun Quan, the Great Emperor of Eastern Wu of the Three Kingdoms, Luo Yin, a late Tang poet, and Yu Dafu, a famous modern writer. In 2023, the total gross domestic product (GDP) of the region reached 96.09 billion yuan, ranking 48th among the top 100 comprehensive strength regions in China. Today's Fuyang is a city of accelerated industrial prosperity. Fuyang is steadfastly implementing the main strategy of strengthening the industrial zone, cultivating emerging leading industries such as biopharmaceuticals, optoelectronic lasers, and integrated circuits through measures such as implementing a chain length system and conducting chain based investment promotion. Industrial projects such as Fullsemi and Lotus Energy have been implemented, injecting new energy into industrial development. It is a vibrant city of innovation and entrepreneurship. Fuyang is fully committed to gathering high-quality scientific and technological innovation resources, innovative entities, and innovative talents, cultivating a total of 806 national high-tech enterprises. It has successively introduced a number of high-energy scientific and technological innovation platforms, including Hangzhou Institute of Optics and Fine Mechanics, Westlake Institute for Optoelectronics, Russell Centre for Advanced Lightwave Science, ZJUT-FuYang Global Innovation Center and Fuyang Research Institute, Zhejiang Chinese Medical University.  It is a spacious and open city that is accessible and livable. Fuyang has obvious geographical advantages and is located at the intersection of the West Hangzhou Science and Technology Innovation Corridor and the East Hangzhou Smart Manufacturing Corridor. The urban public facilities are constantly improving, and a three-dimensional transportation network system integrating high-speed rail, highways, subways, and expressways is gradually forming. High quality educational and medical resources such as Zhejiang University of Traditional Chinese Medicine, Hangzhou No.2 Middle School, Provincial People's Hospital, and Provincial Hospital of Traditional Chinese Medicine have been successively established, and have been rated as the happiest city in China for four consecutive years.

Talent Policies

Fuyang District thoroughly implements the strategy of "strong industrial area". The talent evaluation mechanism of three evaluation and three determination is comprehensively implemented and the concept of not for ownership, but for usage is followed. Fuyang District innovates the implementation of full-time talent identification, forming a classification identification system with city-level A-F, district-level F1-F4 and FA-FC as the main content.

For different kinds of talents, Fuyang District iterates to upgrade the talent policy every two years, and strives to give talents a full range of high-quality guarantees. Focusing on talents to settle down, a maximum of 5.5 million yuan settlement subsidies and a maximum of 8 million yuan housing subsidies are provided.

In order to attract more talents to enrich the business in Fuyang, the government provides college students and high-level talents at home and abroad with up to 1 million yuan and 10 million yuan respectively, as well as  rental subsidies, loan discounts and so on. To attract young talents to work in Fuyang, the government provides up to 250,000 yuan as one-time living subsidies, 30,000 yuan as rental subsidies and free-stay in young talent stations.

Focus on housing, transportation, medical care, children education and other key small things, the government provides talents with special rental housing, high-speed travel subsidies, bus travel subsidies, medical green channels, children's school security and other policy support to effectively enhance the sense of achievement of the talents at Fuyang.

The main strategy of industrial strong areas is unswervingly implemented. The government supports project construction investment in the four aspects of modern industry, high-quality enterprises, scientific and technological innovation and quality brand standards, providing up to 30% of the proportion of no more than 30 million yuan standard, and encourages supporting project construction investment.

The government increases the cultivation of specialized and special new enterprises, and gives a maximum reward of 2 million yuan recognized by provinces and cities.
The government supports enterprises to create "future factory" with the maximum reward of 5 million yuan. And it supports and encourages technological innovation and development of enterprises and gives awards up to 5 million yuan for science and technology awards.
The government also encourages enterprises to increase quality, giving 10 million yuan for the China Quality Award, and 8 million yuan for China Quality Nomination Award. For the biomedical industry, it encourages drug innovation research and development and clinical trials, giving up to 30 million yuan awards. For the integrated circuit industry, it encourages the research and development of characteristic processes, giving up to 6 million yuan research and development subsidies.
The government accelerates the construction of digital agriculture, and provides project with construction investment of more than 300,000 yuan wirh 60% of the approved investment grant. And enterprises regarding information services, business services, scientific research, technical services and so on should be awarded up to 20 million yuan when the annual operating income reaches a certain amount for the first time.

Fuyang District currently has major innovation platforms such as Hangzhou Institute of Optics and Fine Mechanics, Westlake Institute for Optoelectronics, ZJUT-FuYang Global Innovation Center and Fuyang Research Institute, Zhejiang Chinese Medical University, focusing on the fields of optoelectronic laser, advanced equipment manufacturing, new energy and new materials and traditional Chinese medicine innovation, creating a hard science and technology industry ecology with the integration of four chains of innovation chain, industrial chain, capital chain and talent chain. Among them, Hangzhou Institute of Optics and Fine Mechanics has won many honors such as Zhejiang New Research and Development Institution, Zhejiang Engineering Research Center of Advanced Optoelectronic Functional Materials, and Hangzhou Proof of Concept Center.

As for the characteristic industrial park, Fuyang Economic and Technological Development Zone, established in 1992, is one of the first provincial-level development zones in Zhejiang Province. In 2008, it was rated as the most investment value development zone in the Yangtze River Delta. In October, 2012, it was upgraded to a national development zone, and has been rated as the province's advanced national development zone for many times, focusing on the development of the "1+3" modern industrial system led by the digital economy and supported by high-end equipment, intelligent iot and biomedicine. In 2023, the planned industrial output value will reach 129.1 billion yuan, and the comprehensive strength will rank 76th among 230 national economic development zones, and it will be rated as a national green industrial park and a four-star manufacturing park in Zhejiang Province.
Hangzhou Fuchun Bay New Town is located on the south bank of the Fuchun River. The government actively builds a provincial and nationwide competitive industry-city integration development demonstration zone and provincial high-tech industrial park. Pointing to the creation of provincial optoelectronic high-tech industrial park, the new city focuses on attracting and cultivating photoelectric laser, integrated circuit and other leading industry projects, has gathered a number of "big, good and high" and "small and beautiful" projects such as Fullsemi, Chipsea Technologies and Chuxin Optoelectronics.
