Introduction to Hebei (Shijiazhuang) Offshore Innovation and Entrepreneurship Base for Overseas Professionals

The Hebei (Shijiazhuang) Offshore Innovation and Entrepreneurship Base for Overseas Professionals is the first offshore innovation and entrepreneurship base for overseas talents in Hebei Province, approved by the Hebei Provincial Department of Science and Technology. It operates under the guidance and support of the Hebei Provincial Department of Science and Technology (Provincial Bureau of Foreign Experts) and the People's Government of Shijiazhuang, located in the Shijiazhuang High-tech Zone.

The Offshore Innovation and Entrepreneurship Base for Overseas Professionals covers an operational area of 7,000 square meters, consisting of a headquarters space and an incubation park. It is an international offshore service platform integrating a makerspace, startup incubation, talent and intelligence introduction, finance and tax law services, and angel investment. Adopting the offshore model of "domestic registration with domestic and international operations," it uses market-oriented methods to build a low-cost, convenient, comprehensive, open, and well-supported spatial carrier.

It takes the headquarters space as the main body, based on Shijiazhuang High-tech Zone, laying out the external "cross-border resource network" and the internal "dual-creation ecological network", linking inside and outside. According to the main industries of Shijiazhuang High-tech Zone, such as biomedicine, electronic information, high-end equipment manufacturing and recycling chemical industry, it carries out the introduction of projects, cooperative research and development, technology transfer and transformation, international exchanges and cooperation, as well as investigation and mutual visits.

The base offers integrated services such as entrepreneurship incubation, venture capital, and entrepreneurial guidance, while also providing support for small and medium-sized enterprises with business registration, office space, meeting space, and resource docking services.
For enterprises registered through the base, high-quality service organizations will be introduced to provide all-round custodial services for talent innovation and entrepreneurship; for high-end albums and high-level entrepreneurial talents who start businesses overseas, overall pre-incubation services such as resource docking, talent training, entrepreneurial project operation, and investment docking will be provided; through "overseas pre-incubation," the entrepreneurial team or entrepreneurial project will be perfected to form a flexible and convenient entrepreneurial model.
The "one-stop accompanying service + massive project resource docking + government guidance + investment fund" model will start and stimulate the inflow of overseas resources in Hebei Province, integrate and update more cutting-edge development elements, and accelerate the matching of Hebei Province with global innovative resources.

1. Organize and conduct the Hebei Province talent and intelligence matching meeting to accelerate the construction of the offshore base, promote international exchanges and cooperation within the province, and attract more overseas high-end talents, advanced technologies, and projects to gather at the base. On October 24, 2023, the Overseas Talents and Intelligence Matching Meeting was held at the Offshore Base in Shijiazhuang High-tech Zone, where a total of 21 projects were released, covering four fields: biomedicine, electronic information, equipment manufacturing, and quality control.
2. Organize and conduct an international medical project matching event. To understand the latest development trends in the foreign medical field, build an international exchange platform, and promote international technological innovation and cooperation, on January 30, 2024, the International Medical Project Matching Meeting was held at the Zhitong Pharmaceutical Valley Park in the High-tech Zone, with representatives from hospitals, research institutes, and medical enterprises within the province attending in a combination of online and offline formats. At the meeting, seven overseas medical projects from countries such as the United States, Japan, Australia, and New Zealand were showcased, two projects were signed, and 30 outstanding overseas projects were announced.
3. Organize and conduct an international energy and environmental protection project matching meeting. To promote the integration of Hebei's energy and environmental protection fields with international advanced technology fields and strengthen the exchange and cooperation between our province's enterprises and overseas countries in technological innovation, on February 1, 2024, the international energy and environmental protection project matching event was held at the Hebei (Shijiazhuang) Offshore Innovation and Entrepreneurship Base for Overseas Professionals. Thirty enterprises participated, and a total of eight high-quality overseas projects from countries such as Finland, the United Kingdom, and Slovenia were announced.
4. Organize and carry out a matching meeting for the new generation of electronic information technology. To further enhance the high-quality development of our province's new generation information technology industry, promote the complementary industrial chains with various countries, and plan a new highland for high-quality cooperation in the new generation information technology industry, thereby strengthening and optimizing the new generation information technology industry in Hebei Province, the Offshore Base conducted a matching meeting for the new generation of electronic information technology on March 4th, with over 60 domestic and international organizations and enterprises participating both online and offline. Expert Fidel Zahineko, a graduate from Harvard University, gave a keynote speech on the tremendous potential and value of cloud computing technology in the wave of the Internet, and a total of six high-quality overseas projects were released.
5. Organize and conduct a matching meeting for overseas higher and vocational education field projects. This event is dedicated to promoting the interconnectivity of Hebei's education sector, through the release of international education field projects, matching with high-end education experts and talents, and sharing the achievements of international education field projects. On March 5th, Wang Zhongqun, Director of the Foreign Expert Management Division of the Hebei Provincial Department of Science and Technology, attended and delivered a speech at the meeting. Sun Yifang, Deputy Director of the Foreign Expert Management Division of the Hebei Provincial Department of Science and Technology, and Cao Fengmei, Director of the Science and Technology Bureau of Shijiazhuang High-tech Zone, also attended the meeting. At the meeting, Professor Tomasz from Poland and Dean Fedir from Ukraine, who are foreign experts in the field of education, were specially invited to attend and release projects.
6. Organize and conduct an international talent exchange matching meeting. On March 20th, five overseas experts from countries such as Russia, the Netherlands, and New Zealand, along with more than 80 representatives from domestic and international enterprises, attended the meeting. At the meeting, Dr. Glitter, Chief Technology Officer and Co-founder from New Zealand, Kalu Imo, a technical consultant from Nachod Oil Company, a subsidiary of the Russian Oil Group, Viacheslav, Deputy General Manager of Russian AeroSib Company, and Mikhail, an electrical engineer, as well as Lex Dielen, a risk management expert from the Netherlands, were specially invited to attend and present their projects. This facilitated the establishment of talent and project cooperation intentions between the overseas experts and five enterprises, leading to the signing of cooperation agreements.
The new generation of electronic information industry in our city is accelerating towards the 100 billion level, and 132 national and provincial innovation platforms have been built to gather innovation resources and help the new generation of electronic information industry to take the lead in making breakthroughs; the cluster force has been developed, with Luquan District as the core, and the new generation of electronic information industry cluster radiating high-tech zones and other regions has been formed; and the initial formation of the industrial system focusing on semiconductors, modern communications, automotive electronics and electronic information service industry has been established.
General Secretary Xi Jinping made an important speech when he inspected Hebei and Shijiazhuang, and gave important instructions, pointing out the direction for the high-quality development of our city's new-generation electronic information industry and providing a fundamental guideline, which, while being deeply inspired, strengthens our vigor and hope to make the new-generation electronic information industry bigger and stronger.
In 2023, our city planned an electronic science and technology park in the Hi-tech Zone, focusing on the development of new display, power electronics and other industries, and has successfully introduced more than ten electronic information projects, while reserving projects such as electronic science and innovation park, headquarters base of electronic enterprises, and antenna production line of 5G communication base station.
